The preparation of guideline documents provide a means of engaging stakeholders in specific development processes, while the documents themselves then provide a basis for disseminating ideas and skills to a wider group of stakeholders.

Either the material can be directly used as a reference source as in the case of the “Project Cycle Management Guidelines” or it can be used as the basis for the development of training materials.

Guidelines can be used to assist an organization to “roll out” a participatory monitoring and evaluation process. In so doing the engagement of stakeholders ensured a sense of ownership of the process. The guidelines themselves were then used to roll out the M&E process across the country, with stakeholders at regional level adapting the ideas and approaches to meet their own particular needs and requirements
